The files in this directory consist of California statewide 1998 general election data
that has been aggregated by assembly, congressional and senate district, respectively.  
The data covers either registration (reg) or statement of vote (sov) in two types of 
data formats, Excell (xls) or SPSS (sav).  The file naming scheme is as follows:
