Kings 16   - Voter history doesn't show method for VBM voters (3698 V, 1 N and 44559 blank).  Sent another history - same file, same problem
L.A. 19 - no reg file or voter history file
Mendocino 23 - no data
Modoc 25   - no data
Mono 26 - Ballots cast is 3539 according to county SOV but 3668 according to SOS
Nevada 29  - SOV not broken by abs/vbm/poll.  
Sacramento 34 - Reg file from SOS is short by ~ 200,000, using county's reg file instead.  SOS has 340360 totvote but county has 340361 - 
	Alice Jarvel from county said that they only get ballots cast from A card (though there is also a B card).  1 precinct - 45774 - has a single vote on the B card 
	that's listed in the SOV but not provided in the report to the SOS.  ***USED AS IS***
San Diego 37 - Two precincts: 120065 (192) and 281805 (86) have voters but no reg.  They are USD campus precs to allow students to vote regardless of home precinct ***USED AS IS***
San Mateo 41 - SOV doesn't have total ballots cast broken by abs/vbm/poll prec
Trinity 53 - no data
Tulare 54  - no prec/dist file and consol file has truncated fields
