Description:	This file contains statewide registration data for registered voters that voted by absentee ballot.  

Unit of analysis: RR precincts are derived from consolidated registration precincts and are a geographic unit constructed for statistical merging purposes by the Statewide Database.

County records unavailable at time of file creation:	none

Errata 1: Counties who reported all of their VBM voters in the mail ballot file 

011 - Colusa absentee voters were not reported, the mail ballot file contains all of the county's VBM voters 
023 - Humboldt absentee voters were not reported, the mail ballot file contains all of the county's VBM voters

Errata 2: 

009 - Calaveras has a record of only 50 absentee voters. The mail ballot file has the remainder of the county's VBM voters
043 - Mariposa has a record of only 19 absentee voters. The mail ballot file has the remainder of the county's VBM voters
051 - Mono has a record of only 6 absentee voters. The mail ballot file has the remainder of the county's VBM voters 

Errata 3:

Tue, 25 Sep 2018, records in the file were updated for the following counties: c057 - Nevada, c077 - San Joaquin and c083 - Santa Barbara.

The current, Tue, 25 Sep 2018 statewide version of this file has 10 more records than the 2015 version. Total voters who cast ballots is the same in both files. 

There is 1 additional rr precinct in the c057 -Nevada file, 1 additional rr precinct in c077 - San Joaquin file & 8 additional rr precincts in the c083 - Santa Barbara file.

The 2018 statewide version of c057 - Nevada file has 205 total records while the 2015 version has 204 total records. The 2018 version has 2 rr precincts, "5371", totreg_r=2 and "53701", totreg_r=1 that are not present in the 2015 version of the file. The 2015 version has 1 rr precinct, "537" with totreg_r=3 that is not in the 2018 version of the file.

The 2018 statewide version of c077 - San Joaquin file has 1,354 total records while the 2015 version has 1,353 total records.  The 2018 statewide version of the file has rr precinct, "0092430B" with totreg_r=0 that is not present in the 2015 version of the file. In the 2015 version, rrprec "0092430A" has a totreg_r=0 and in the 2018 version rrprec "0092430A" also has a totreg_r=0. 

The 2018 statewide version of c083 - Santa Barbara file has 236 total records while the 2015 version has 228 total records. The 2018 statewide version of the file has 11 rr precincts that are not present in the 2015 version of the file and that contain a total of 12 absentee voters.
