The CVAP (Citizens Voting Age Population) for 2015 is released at the
level  of  the  block  group, with  estimates  for  both citizens  and
citizens  of voting age.  There  are 13 separate groups (given below),
each with these population figures for citizens and citizen voting age
population.   To break these block  group figures  down to the  census
block, one  can use the  2010  PL94 block-level voting age  population
figures  and use the  relative proportions of  these  block figures to
block group figures to allocate the CVAP estimates back to the census
block by the following formula:

           (T)VAP block pop
        ---------------------- [(T) CVAP block group pop],
        (T)VAP block group pop

where  (T)  is  the particular table to be allocated.  This formula is
used  for  both the citizen  and citizen voting age population figure.
The  appropriate PL94  census variable is used  for each table and  is
also  given below.  The  resulting figures (which  are fractional) are
rounded so that the totals for block group remain the same, though the
constraints  for population figures across the thirteen tables are not
necessarily  maintained  as the rounding is  done separately for  each
table.   Data  is  in  three (tab-delimited)  fields  for each  of the
thirteen tables:

        Block Group (SSCCCTTTTTTG)
        Citizen estimate
        CVAP estimate

        The block group identifier is deconvoled as follows:

          SS state, CCC fips county
          TTTTTT tract, G block group
