County Problem Fresno 10 Per Cecilia, there are 150 more reg in the SOS reg file than in the county SOV reg for precinct 0000256. She says this is due to a new housing development ***USED AS IS*** Imperial 13 Their SOV has 12,430 Election day, 3620 VBM, 1271 Early voting and 15,273 Absentee for a total of 32,594. The total agrees with what is shown on the SOS voter participation report of the 2021 recall SOV, but the breakdown there is 2293 Precinct voters and 30,301 VBM voters. I'm not sure how you would combine the SOV breakdowns to come up with results submitted to the SOS. As well, the voter history file from the county shows 2217 V and 29,840 A voters which appears to agree with the split shown on the SOS report. Per the county: “There are several reasons why there could be more (or less) ballots counted in the SOV than the voters given credit through the Election Management System. Here are a few that could be the reason for the small discrepancy: Poll workers issued the wrong ballot type to a voter who signed the roster. In this case, the voter history record reflects the precincts associated with their voter record, but the ballot that was counted triggers a different precinct in the SOV. The voter signed the roster but left the polling place without casting a voted ballot in the ballot box. In this case, the voter would get credit for voting, but there is no ballot in the box to count. The voter did not sign the roster (this would be a poll worker error), but is given a ballot and casts that voted ballot in the polling place ballot box. The poll ballot is counted, but there is no credit to be assigned to that voter. The voter places a voted mail ballot, not contained within the signed envelope, directly into a polling place ballot box. The ballot is counted, but there is no credit to be assigned to that voter. The voter places a voted CVR/Provisional ballot, not contained within the signed envelope, directly into a polling place ballot box. The ballot is counted. If the voter also placed the empty envelope in the provisional ballot box, then that provisional would be challenged as ballot missing from envelope and the voter would not get credit for voting. If the voter did not place the empty envelope in the provisional box, there would still be no credit to be assigned to that voter.” ***USED AS IS*** Kern 15 Voting precinct 7011153 comprises 19 registration precincts according to their consolidation file (EWMR008_VotAbsRegPctXref.txt). All of those registration precincts, except one - 0012167, are assigned to SD 14. That registration precinct is assigned to SD 16 according to the precinct district file (PDMJ001_DistPctExtract.txt). County said it was a mistake and will be corrected next election ***USED AS IS*** Mono 26* The SOV totals are off compared to those submitted to the SOS. The county reports 526 election day, 4094 vbm and 447 All Mail votes (4541 mail votes) for a total of 5067. The SOS voter participation page of the SOS SOV lists 516 Precinct voters and 4551 vbm voters also for a total of 5067. Sheereen Dedman from Mono said that "The numbers in the SOV are based on the names of the tabulators, however the SOS numbers are a better representation of where the voters voted. I did my best to run ALL mail ballot precinct ballots through the all mail tabulator, but I definitely missed some. However, they are still considered vote by mail voters. Even for the election day tabulator, it included ballots that were turned in to a polling place but not voted in a machine. So please use the numbers from the SOS voter participation page." ***USED AS IS*** Merced 24 County SOV has Elder with 21829 votes but SOS has him with 21830. Paffrath listed by county as having 1524 votes but SOS has 1525. County responded "I checked our SOV, Larry Elder (page 26) received 21830 votes and Kevin Paffrath (page 35) received 1525." but they were unable to give me an updated version of the SOV with correct counts ***USED AS IS*** Orange 30* I'm seeing a strange breakdown of vote methods here compared with the SOS and the county SOV.  Both of the latter show 129,847 precinct voters and 1,007,636 vbm voters.  The voter history has the following break out: | Mail Ballot Issued but not Returned |       16 |               | RAVBM                               |      362 | | Vote Center Location                |   129630 | | Vote-by-Mail Issued not Returned    |   656304 | | Voted at Polling Place              |     4904 | | Voted by Vote-by-Mail Ballot        |  1000517 | | Voted Early                         |        2 | Usually, I would add the Vote Center Location, Voted at Polling Place and Voted Early together to get the precinct voters and RAVBM  and Voted by Vote-by-Mail Ballot to get the vbm voters.  If I do that, I get 134,536 precinct voters and 1,000,879 vbm voters.  The total is close enough but the breakout doesn't look right.  If I take the Voted at Polling Place and add those to the vbm total, I get 1,005,783 vbm and 129,632 precinct voters.  This is a lot closer to the counts reported by the SOS and the county SOV but it seems weird to add polling place voters to vbm. Response from county: "The ones listed as “Voted at Polling Place” are actually same day registration voters. These ultimately get counted in the vote-by-mail bucket on the election results (because they are scanned centrally in our office after they have been adjudicated). So, that explains the difference you are seeing, and it makes sense if you count those Voted at Polling Place as vote-by-mail in the actual election results." ***ADDED POLLING PLACE VOTERS TO VBM TOTALS*** Plumas 32* County SOV shows 9290 totvote while SOS has 9289. Also the Recall Yes votes are 5843 while the SOS has 5842. Finally the county has Larry Elder with 3919 votes while the SOS has 3918. Per the county "A Signature Verification form came in within time allowed but the voter was inadvertently not given credit for voting. They have remedied the situation." ***USED AS IS*** Riverside 33 Voter history has no vote method. After multiple attempts to solicit a new file, we used p22 e-day SOS reg download (that included voter history) This will result in the loss of some of the voters who voted due to the ephemeral nature of the registration file but is a better result than a p22 voter history file we received from the county that also contained s21 vote history. ***USED SOS P22 VOTER HISTORY FILE*** San Joaquin 39 The total votes for Larry Elder is listed as 68,229 by the county SOV but the SOS report has it as 68,230. Olivia Hale, Asst ROV, said she didn’t know why there was a difference between her counts and the SOS’s ***USED AS IS*** There are 3 voting precincts (33511, 93503 and 94402) that are consolidated across 2 congressional districts (cd 9 and cd 10). Olivia also acknowledged that this was an error and they have implemented corrections for the next election ***USED AS IS*** Solano 48* SOS SOV has 139242 vbm and 17713 in-person. County SOV has 139242 vbm, 15662 election day and 2051 provisional. Voter history has 152426 A and 2366 V. Totals are similar but voter history has e-day voters assigned to vbm while SOS count has them assigned to in-person. *** USED AS IS*** Sonoma 49* The county SOV shows 1494 election day, 143,100 vbm and 73,914 canvass votes for a total of 218,508. This agrees with the number submitted to the SOS but the breakdown is different. The SOS shows 6370 Precinct voters and 212,138 vbm voters. I don't see how you can combine the county's SOV counts to agree with that breakdown. The county's voter history shows 556 conditional voter reg, 2 inactive voters at polling place, 5737 voted at polling place, 41 at wrong precinct, 14,853 voted by mail ballot and 197,356 voted by vbm. If I combine CVR and polling place voters, I get 6309 Precinct voters and 212,209 vbm voters, which agrees reasonably closely with the SOS report. The county responded that they combined the Provisional and CVR voters into the canvass ***USED AS IS*** Trinity 53 Never rec'd valid voter history from them so we used SOS voter history from p22 e-day draw. ***USED SOS VOTER HISTORY*** Ventura 56* svprec 0002000 has 8 registered voters and 593 voters who voted per county SOV. County stated in SOV that "The Statement of Votes contains an entry error that resulted in atypical turnout percentages at a few precincts. This is a precinct reporting data error only that has no impact on the final results. The vote totals are accurate as verified by our auditing processes required by law during the canvass period." ***USED AS IS***
